Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed in the procurement. The bidder must also confirm that it does not use a subcontractor in contract performance who would have to be replaced under Section 122(7) of the Estonian Public Procurement Act.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capacity with at least one similar construction contract that was properly completed within the 60 months preceding the start of the procurement. A similar contract is one where a publicly used road, highway or street was built, renovated, repaired, reconstructed or extended, and asphalt concrete surfacing of at least 3,000 m² was installed. The bidder must provide details of the completed contracts and evidence that the work was properly performed. The tender must comply with the procurement documents, conditional tenders are not allowed, and where relevant the bidder must provide an explanation and evidence of equivalence. The tender price must be submitted in the required structure, and the bidder must confirm compliance with the stated requirements.
