Compliance requirements
The exclusion grounds concern convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal use of child labour and human trafficking. A bidder is also excluded if it has tax, duty or environmental charge arrears, or if contract award would breach an international sanction or a sanction of the Government of the Republic. The bidder must submit a free-form confirmation that no exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must demonstrate financial standing in one of two ways: either by showing at least EUR 150,000 in free funds through a bank statement, or by showing equity as of 30.04.2026 of at least 25% of the balance sheet total, but not less than EUR 150,000. For this, the bidder must submit a bank statement or a free-form proof together with a balance sheet signed by the legal representative.
The bid must include the authorised representative’s contact details and the responsible representative during contract performance, i.e. the contractor’s project manager.
The bidder must have at least two pipeline construction references from the last 120 months under an asphalt-paved street: a gravity pipeline with an outer diameter of at least De 315 and a water pipeline with an outer diameter of at least De 110. The bidder must provide the client’s details, the site location, the time of performance and confirmation that the works were carried out properly and in accordance with good construction practice. If the bidder relies on a subcontractor, it must show that the person with the relevant experience will personally perform that part of the contract.
The bid must comply with all tender documents, conditional bids are not allowed, and the required bid form must be submitted.
