Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD may also require details of authorised persons or a confirmation that no such persons exist.
Qualification criteria and exclusion grounds
The bidder must have performed at least 2 contracts within the last 60 months that meet the characteristics set by the contracting authority. Each reference contract must be a data-based study, analysis or development project in which data were collected and analysed, spatial data processing was carried out, stakeholders were involved, and conclusions and recommendations were prepared. The results must have been used as input for decisions, spatial plans, strategies, infrastructure development or investment preparation. The contracting authority may request a client confirmation for these works. The bidder must also submit a project plan and CVs for all required roles: project manager, logistics, transport or infrastructure expert, data analyst, and GIS or spatial data specialist. If the bidder relies on the capacities of another company, details of that entity and its consent must also be provided. The tender must comply with the compliance requirements set out in the tender documents.
