The bidder must provide the confirmations and evidence required in the ESPD regarding exclusion grounds. The machine-readable notice did not include precise exclusion details beyond the standard criminal-conviction grounds; these must be checked in the tender documents. The notice also requires confirmation that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If the bidder has taken self-cleaning measures, these may be described and supported by evidence where applicable.
Qualification criteria and exclusion grounds

When submitting the tender, the bidder must confirm that the tender complies with the procurement documents, that any equivalence has been explained and supporting evidence attached, and that the required structure has been followed. In a joint tender, a power of attorney for the joint bidders must be attached. The person submitting the tender must have the right to represent the bidder; if this is not shown in the register, a power of attorney must be attached. A tender may be submitted for up to all 5 lots, and a contract may be awarded to one bidder for up to 5 lots.
