Compliance requirements
The tender documents include exclusion grounds based on final convictions, including participation in a criminal organisation, corruption and fraud. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder may be excluded if they have been finally convicted within the last five years, or if the exclusion period in the judgment is still in force. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. The machine-readable notice did not include the full list of exclusion grounds; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must confirm that the bid complies with all tender documents and that conditional bids are not allowed. The bid must include the completed bid form, the completed price form, technical information material, the declaration of conformity for the offered medical device, the instructions for use, the package labelling and, where applicable, the EC certificate. The bidder must also confirm compliance with the required structure of the bid and, where equivalence is relied on, provide an explanation and supporting evidence. The machine-readable notice did not include precise qualification requirements; these must be checked in the official tender documents.
