Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder must confirm the required declarations and, where applicable, may provide evidence of self-cleaning. The machine-readable notice did not include all precise exclusion details; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have successfully completed at least 1 contract for the construction or reconstruction of a quay structure or harbour structure within the 60 months before publication of the contract notice. To prove this reference, the bidder must provide the contract title, client name, short description of the works, completion time and the procurement reference number if the contract was awarded through a procurement procedure. The contracting authority may also request a written confirmation from the client that the contract was performed properly.
For performance of the contract, the bidder must involve at least one specialist with either a certified hydraulic engineer qualification level 7, an authorised hydraulic engineer qualification level 8, or an equivalent professional qualification; or a certified civil engineer qualification level 7 with specialisation in harbour construction, an authorised civil engineer qualification level 8 with specialisation in harbour construction, or an equivalent professional qualification. The bidder must provide the specialist’s name and qualification details. If the qualification can be verified from a public register, separate proof is not required; otherwise the contracting authority may request additional evidence.
