Compliance requirements
The tender documents include the standard exclusion grounds under Estonian procurement law, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed. The machine-readable notice did not provide a complete list of all exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have successfully completed, as the main contractor, at least one design contract for a healthcare facility or part of such a building within the 36 months before the contract notice was published. A similar contract means a project for a hospital, clinic or other building used for healthcare services, carried out at least at preliminary design stage, with a closed net floor area of at least 1,500 m², and covering at least the architectural part, structural engineering, heating, ventilation and cooling, water supply and sewerage, electrical installations and fire safety. The bidder’s team must include a level 7 authorised architect, or an equivalent professional for a foreign bidder. The bidder must provide that person’s first and last name and professional certificate number. The bidder’s total net turnover in the previous financial year must be at least EUR 120,000. If turnover data are not available from public registers, evidence must be submitted on the contracting authority’s request. The bid must comply with the tender documents and, where necessary, an equivalence explanation and supporting evidence must be attached.
