Compliance requirements
The bidder must confirm the standard exclusion grounds relating to criminal organisation, corruption and fraud. The notice also indicates that the bidder may provide evidence of self-cleaning where applicable. If the exclusion ground applies, the bidder may submit evidence that it has taken measures to restore reliability, where allowed by the procurement documents or by the applicable rules for above-threshold procurements. Precise exclusion grounds and any additional confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a technical description of the offered device and accessories, together with sufficiently detailed technical data, pictures and, where needed, links to the manufacturer’s website so that the contracting authority can assess compliance with the technical specification. The device must be fully developed and in serial or normal production by the bid deadline; prototypes, test devices, beta versions or other development-stage solutions are not allowed. The bidder must confirm a warranty of at least 24 months for the device and accessories, performance of necessary maintenance and repair during the warranty period, and supply of necessary spare parts and accessories at the bidder’s own expense without extra transport or installation costs for the contracting authority. The bidder must also confirm that it can provide technical support within up to 2 working days and on-site maintenance within up to 10 working days throughout the warranty period. In a joint bid, a power of attorney from the joint bidders must be included. The bidder must also provide a list of cooperating partners and subcontractors with a brief description of their roles and responsibilities, and, where relevant, the names and personal identification numbers of authorised persons if they are not visible in the business register.
