The contracting authority will exclude a bidder if an exclusion ground under the Public Procurement Act § 95(1) and § 95(4)(8) applies. The tenderer must also confirm that it does not use subcontractors or suppliers subject to the EU sanctions restriction described in the tender documents, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.

The bidder's total turnover in the field of construction of water and sewerage facilities over the last three financial years must be at least EUR 2.4 million. The bidder must provide details of the person responsible for managing the construction of water and sewerage pipelines; that person must have at least a certified water supply and sewerage engineer qualification or an equivalent EQF level 7 qualification with specialization in external water supply and sewerage and competence in construction management. On request, the bidder must submit documents proving that person's professional qualification.
