Compliance requirements

The bidder must confirm that neither it nor its management bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm tax and social security payment information and, where necessary, provide information on beneficial owners, ownership links, subcontractors and sanctions-related connections.

Qualification criteria and exclusion grounds

To submit a tender, the bidder must confirm that it has reviewed all tender conditions and accepts them in full. A technical offer must be submitted, clearly showing the manufacturer, model and all technical parameters of the offered equipment. The offered equipment must be new and comply with the procurement documents. The tender must remain valid for at least 3 months from the submission deadline. If the tender is submitted by a representative, a power of attorney must be provided unless the right of representation is evident from the register. In the case of a joint tender, the joint bidders’ power of attorney and ESPDs for all joint bidders must be submitted. The warranty for the offered equipment must be at least 1 year, and during the warranty period technical support must be provided on weekdays by email and phone. The tender price must include transport, delivery to Lossi 3, Tartu, installation, testing of operational readiness and initial training for the contracting authority’s representatives. It must also be confirmed that the goods are not subject to international sanctions and that more than 50% of the ownership does not belong to persons linked to the Russian Federation.
