The bidder must confirm that neither the bidder nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it does not participate in the procurement through entities or persons established in the Russian Federation or the Republic of Belarus, and that subcontractors or suppliers linked to Russian sanctions are not engaged for more than 10% of the contract value.

The bidder must have had total annual turnover of at least EUR 120,000 in each of the last three financial years ended before the start of the procurement. The bidder must submit references for at least two similar contracts completed within the last 60 months before the start of the procurement: diesel generator supply contracts with installation, transport and related works, each worth at least EUR 100,000 excluding VAT. The bidder must also confirm compliance with the tender documents, submit the price form in the required structure, and provide any equivalent evidence if the tender documents require it.
