Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation or for corruption. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder’s average annual turnover for the last three financial years ending before the start of this procurement must be at least EUR 180,000 per year, or at least EUR 540,000 in total over three years. If the bidder has been operating for less than three years, the average turnover is calculated over the period of activity. The bidder must have carried out at least 3 similar construction or repair works on a roof, terrace or other horizontal part of a structure exposed to weather conditions within the last 5 years; a similar work means installation of a liquid plastic waterproofing layer reinforced with mesh on a mineral substrate, with a service life of 25 years or more and a certified W3 life class solution. As a compliance requirement, a site visit is mandatory and a certificate signed by the contracting authority’s representative must be submitted. In a joint tender, a power of attorney for the joint tenderers must be submitted; if the bid is signed by a representative not entered in the register, a power of attorney for the bidder’s representative must be submitted. The bid price must be submitted in the required structure and a unit price schedule must be attached, with a total amount equal to the total bid price. The bid must comply with all tender document requirements and conditional bids are not allowed. Where equivalence is used, it must be explained and supporting evidence must be attached.
