Compliance requirements
The contracting authority will not conclude the contract with a bidder who has an exclusion ground under Section 95(1) or Section 95(4)(8) of the Public Procurement Act. The bidder must confirm that no such exclusion ground applies. If requested by the contracting authority, proof of proper performance of previous contracts must also be provided.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least three contracts in a field similar to the subject matter of the procurement during the 60 months preceding the start of the procurement procedure. A similar field is defined as the manufacture and installation of switchgear, with a section main protection of at least 800 A. The bidder must provide the contract conclusion and performance dates, contract value, a short description of the work performed, and the details of the other contracting party (client name, email address and telephone number). In the case of a public procurement, the reference number must be indicated. Upon request by the contracting authority, proof of proper contract performance must be submitted. If the bidder relies on the capacities of another undertaking to meet the selection criteria, the relevant consent must be provided. The bid must comply with the procurement documents and, where necessary, an explanation of equivalence and supporting evidence must be included. The bid must include a work schedule, information on service partners for the offered equipment, a list of possible subcontractors, confirmation that persons with switching rights for at least 6 kV equipment can be involved, and confirmation that an insurance contract meeting the requirements of Annex 1, point 12, has been or can be concluded. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The bid price must be submitted in euros, excluding VAT, in the prescribed structure.
