Compliance requirements
The bidder and its management bodies must not be subject to the mandatory exclusion grounds listed in the tender documents, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other similar conviction-based grounds. The bidder must also confirm that it does not use a subcontractor that would have to be replaced under the Public Procurement Act and that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus. If an exclusion ground exists, the bidder may be allowed to provide evidence of self-cleaning where the tender documents and applicable law permit it.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or an equivalent register in its country of establishment and, if requested, provide proof of registration. During the full service period of 48 months from the start date, the contractor must have professional liability insurance of at least EUR 30,000. The bidder’s average annual turnover in waste- and refuse-related services must be at least EUR 75,000 over the last 3 financial years. The bidder must have completed at least 1 service contract related to waste station services during the 36 months before the start of the procurement; the exact wording of this experience requirement is truncated in the machine-readable notice, so it must be checked in the tender documents. The bid must include the service description and comply with all tender document requirements, with equivalence explained and evidence attached where necessary. In a joint tender, a power of attorney for the joint bidders must be attached.
