The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud and other listed criminal convictions. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The bidder must also confirm that the contract performance will not involve subcontractors or suppliers subject to the EU sanctions restriction on Russian persons or entities for more than 10% of the contract value.

The bidder must have completed or currently be performing at least 3 rental contracts similar to the subject of the tender within the last 36 months. The bidder must provide details of the main contracts, including total value, dates and the other contracting parties. The person submitting the tender must be the bidder’s legal representative or an authorised representative; if not, a document proving the authority to represent must be attached. The bidder must confirm that the tender complies with the tender documents, that the tender price is submitted in the required structure, and that equivalence is explained and supporting evidence is attached where needed. The bidder must complete RHAD form 4 and confirm for each requirement whether the offered lift truck meets the contracting authority’s requirement. For certain requirements, more detailed data about the vehicle’s characteristics must also be provided. All required rows and columns must be completed.
