Compliance requirements
The bidder must confirm that none of the exclusion grounds under the Public Procurement Act § 95(1) items 1–5 apply. The bidder must also confirm whether any nationally based restriction on participation applies and, if relevant, answer the related questions. The machine-readable notice did not include any further precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove the turnover of the last three completed financial years, with different minimum thresholds by lot: lot 1 at least EUR 24,000 per year, lot 2 at least EUR 20,000, lot 3 at least EUR 88,000, lot 4 at least EUR 44,000, lot 5 at least EUR 18,000, lot 6 at least EUR 102,000, lot 7 at least EUR 260,000, lot 8 at least EUR 84,000 and lot 9 at least EUR 140,000. The bidder must enter the data in the public procurement register and, if requested, provide extracts from the last three annual accounts or a certificate from the competent authority in the country of establishment. If the latest completed financial year is not yet publicly available, a document showing compliance with the turnover requirement must be submitted. In addition, the bidder must provide at least three completed reference contracts for goods of the same type as the subject of the procurement, including each contract’s value, signing date and details of the other contracting party, such as the client representative’s contact details and, in public procurement, the reference numbers.
