Strategic environmental assessment and report for the plan to implement administrative protection measures for forest habitat types and species in Natura 2000 sites

The bidder, or a member of its administrative, management or supervisory body, a proxy holder or another person authorised to represent it, must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice lists the exclusion grounds, but any details must be checked in the tender documents if needed. The machine-readable notice did not include all precise exclusion grounds; the official tender documents must be checked for the exact wording and any additional conditions.

The bidder must provide the experts required for performance of the contract and prove their compliance when submitting the tender. The team must include a lead expert who meets the requirements of the Environmental Impact Assessment and Environmental Management System Act, and at least the following experts: forest habitat type expert(s), fauna expert (zoologist), bird expert (ornithologist), insect expert (entomologist), moss expert (botanist or plant ecologist), lichen expert (lichenologist), fungi expert (mycologist), vascular plant expert (botanist or plant ecologist), an expert with legal education specialising in environmental law, a forestry expert with knowledge of Natura site protection management, an economist and/or ecologist with experience in assessing impacts on forest owners’ assets, land value, forest carbon cycle and ecosystem services, and a water ecologist. The requirements for each expert are set out in the form "Included experts". The bidder must also submit copies of documents proving the team members’ education. Work experience gained during studies or internships does not count. The bidder must provide a weekly schedule for preparing the report, in line with the technical specification, and the schedule must allow the contracting authority to assess compliance with the minimum requirement. If the bidder is a joint tenderer, a joint power of attorney must be attached.
