Compliance requirements
The machine-readable notice included exclusion grounds for criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences and related criminal convictions, and the bidder’s self-cleaning option where applicable. The bidder must confirm the relevant exclusion questions in the tender documents; if an exclusion ground applies, evidence of remedial measures may be requested or submitted where allowed.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The bidder’s average annual turnover for 2023–2025 must be at least EUR 250,000 per year in total. The bidder must have carried out at least 1 construction or reconstruction project for a public road in the 60 months before the start of the procurement; road maintenance contracts do not count. Only works accepted by the client during that period are counted. The bidder must provide the completed contract details in the ESPD and, on the contracting authority’s request, evidence issued by the client that the works were performed properly.
