Compliance requirements
The bidder must confirm that neither the bidder nor any entity relied on for qualification has exclusion grounds under Section 95(1) of the Estonian Public Procurement Act. The bidder must also confirm that the bidder’s place of residence or establishment, and the place of residence or establishment of any relied-on entity, is not in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must have been at least EUR 100,000. If the financial year follows the calendar year, the relevant years are 2025, 2024 and 2023.
Within the 36 months before the publication of the contract notice, the bidder must have completed at least 2 similar design contracts. A similar design contract means a contract where the bidder acted as the main contractor, the design covered a building, part of a building or a building complex with at least 500 m² of enclosed net floor area, and the work was carried out at least at the preliminary design stage, including architectural, structural, technical systems, heating and ventilation, water supply and sewerage, and electrical installation parts.
The bidder must submit Form 1 with the required data on the reference contracts. If the contracts were awarded through public procurement, the procurement reference number must also be provided.
The bid must include Form 2, Form 3, Form 4 and Form 8, and if the strong-current specialist’s qualification is proven by a competence certificate, a copy of that certificate must also be submitted. The project manager must be at least a certified civil engineer, level 7, with specialisation in building construction and competence in design management or preparation of building design documentation. The strong-current specialist must meet one of the required professional or competence certificate options. The heating, ventilation and cooling specialist must be at least a certified heating, ventilation and cooling engineer, level 7, with competence in design of indoor climate systems. If a professional certificate was issued outside Estonia, a document from the competent Estonian authority confirming equivalence must also be submitted.
The bidder must confirm that the bid complies with the procurement documents and that, where necessary, equivalence has been explained and supporting evidence has been added. In the case of a joint bid, a representative must be appointed and a power of attorney and joint and several liability confirmation must be submitted. If no joint bid is submitted, a clarification may be uploaded for this requirement.
