Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder must answer the exclusion questions and, where applicable, provide dates, reasons, the person concerned, the exclusion period, self-cleaning information, and electronic evidence details. If an exclusion ground exists, the bidder may submit evidence of self-cleaning where allowed by the procurement rules or tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least three construction contracts of similar technical complexity in the 60 months before the start of the procurement. At least one contract must have included one of the following works: installation or reconstruction of a main switchboard, design or reconstruction of an RLA system, integration of backup diesel generator automation with the main switchboard control system, or reconstruction of electrical installations in an operating hospital, industrial facility or another site with non-interruptible technical systems. The bidder must provide details of the responsible person, including name, professional qualification and certificate number. The person responsible for the electrical works must have at least B-competence or the qualification of electrical engineer, level 7, or an equivalent qualification. If the qualification was obtained outside Estonia, a qualification certificate and confirmation from the competent Estonian authority of equivalence must be submitted. If the bidder relies on another undertaking’s resources, a written commitment from that undertaking and an ESPD for that undertaking must be submitted. The bidder must confirm compliance with the tender documents, provide the required contact persons, complete the bid price form, and, where applicable, attach the joint bidders’ power of attorney, the subcontracting form and the consent to rely on another undertaking’s resources. The bidder must have a valid registration in the Register of Economic Activities for electrical works.
