Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act. The bidder must confirm that none of the mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. The documents also mention the possibility of self-cleaning where allowed by law or by the tender documents. The machine-readable notice does not provide a complete plain-language list of all exclusion grounds; the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must have carried out similar works within the last 60 months of at least 50 linear metres. Similar work means installation of pre-insulated district heating pipelines in the ground. The bidder must submit a list of similar works performed during the last 60 months, showing the time and place of performance, the client’s contact details and the scope of work. The works must have been performed in accordance with the contract and good construction practice, and must have been completed and accepted by the client. The bid must include the completed price form. If the bid is joint, a power of attorney for the joint bidders must be submitted. The bidder must confirm that the bid complies with the tender documents, that it is not conditional, and that equivalence has been explained and supporting evidence attached where necessary. Before submitting the bid, the bidder must inspect the site and the place of performance; a site visit protocol must be submitted.
