Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed by the tender documents or applicable law.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 200,000. The bidder must have performed at least two similar contracts in the 36 months before the start of the procurement, each worth at least EUR 50,000 excluding VAT. A similar contract means a sales contract for new metal multilift containers and/or metal waste containers. The ESPD must include the contract description, performance period, contract value, customer name and contact details, and, in the case of a public procurement, the reference number. The bid must also include the tender form from Annex 1, confirmation that the bid remains valid for 4 months, and a bid guarantee document if required. In a joint bid, a written authorisation for one bidder to represent the other must be submitted. The bidder must also confirm compliance with the Council of Europe sanctions condition, namely that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The delivery time for the offered products in days from contract signature must also be provided.
