Compliance requirements

The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed by the tender documents or law.

Qualification criteria and exclusion grounds

The bidder must have completed at least two restoration or reconstruction construction contracts in the last five years, with at least one carried out on a heritage monument or a building located in a heritage protection area. The works must have included at least roof restoration, restoration or reconstruction of roof load-bearing structures, repair or replacement of wooden load-bearing structures, and preservation or restoration of historical structures. The bidder must submit a list of references with the client’s name, object name, description of works, value, execution period and contact details. In addition, the bidder must have at least one responsible site manager for contract performance with at least 5 years’ experience in managing restoration construction works and who has managed at least one restoration project on a heritage monument during the last five years. The bidder must also provide the total net turnover for the last five financial years; the minimum required amount is EUR 300,000. Before submitting the tender, the bidder must inspect the site in person and submit a schedule for the restoration works, a price offer, a budget and Form 4. The tender must comply with the procurement documents and, where necessary, equivalence must be explained and supporting evidence attached.
