Compliance requirements

The tender documents include the standard exclusion grounds for criminal organisation participation, corruption and other mandatory grounds under the Public Procurement Act. The bidder must also confirm self-cleaning measures where applicable and provide the required information if the exclusion ground concerns persons with representation, decision-making or control powers. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must submit the confirmations required by the tender documents, including that the bid is prepared in line with all conditions, remains valid for at least 3 months, and that there is no competition-distorting conflict of interest with the contracting authority. If the bid is submitted by an authorised person, a power of attorney must be provided. In a joint bid, the joint bidders’ power of attorney and the ESPD for all joint bidders must be submitted. The bid must include the price submission form, the unit price for digitising one page in euros excluding VAT, and a sample work in accordance with the technical specification. If the bidder has other persons with representation rights whose details are not visible in the commercial register, their names and personal identification codes must be provided. If the bid contains business secrets, they must be identified and justified separately. The bidder must also provide the required confirmations regarding sanctions and ownership links with the Russian Federation, and supporting evidence where needed.
