Compliance requirements

The tender documents include the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. The bidder or its representatives may be excluded if these grounds apply. The documents also allow self-cleaning evidence where permitted. The machine-readable notice did not provide a complete list of all exclusion grounds in one place, so the exact grounds and any recovery/self-cleaning rules must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must submit the ESPD and prove a total turnover of at least EUR 400,000 for the last three financial years. For service contracts, the bidder must provide references for at least two similar contracts completed within the 36 months before the start of the procurement. A similar contract means a technical support or backup service contract, or an information and communication systems maintenance contract, with a value of at least EUR 65,000 per contract. The tender documents also require confirmation that the bid complies with all tender document requirements and, where relevant, equivalent evidence must be attached. In a joint tender, a power of attorney for the joint bidders must be provided. The bidder must confirm that no subcontractor subject to replacement under the contract will be used. The bidder or any relied-upon entity must not be established in the Russian Federation or the Republic of Belarus, unless the bidder meets the exception set out in the tender documents.
