Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, or any other exclusion grounds stated in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The bidder must also confirm that no other exclusion grounds set out in the tender documents apply to it. The machine-readable notice did not include precise exclusion grounds beyond these; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the turnover information required in the tender documents. The annual turnover in the field covered by the contract must be at least EUR 320,000 for the last 3 financial years. The bidder must also provide the requested supporting details for the turnover statement, including the period, amount, currency and, if applicable, electronic availability, URL, code and issuer. The bid must include the product description form, the price form, product samples for all offered products, product cards and safety data sheets for all products except accessories, and confirmation that the bid meets the tender documents. If the bid is submitted by a joint bid, a power of attorney from the joint bidders must be provided. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. For eco-labelled products, the bidder must indicate the EU Ecolabel or an equivalent Type I ecolabel for all required products. If the offered product contains a biocide and marketing requires a permit or registration certificate, the product must comply with all Estonian biocide requirements and be allowed for sale and use in Estonia.
