Compliance requirements
The tender documents include the standard exclusion grounds, mainly criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must answer the exclusion questions in the tender passport and may, where allowed, provide self-cleaning evidence to restore reliability. The notice also refers to tax and social security payment confirmations.
Qualification criteria and exclusion grounds
The bidder must submit the tender passport and confirm compliance with the tender documents. The offer must comply with the technical specification and general conditions. If equivalence is relied on, explanations and evidence of equivalence must be provided where needed. The bid price must be submitted in the required structure, and conditional bids are not allowed. When using subcontractors or suppliers, the sanctions requirements must be followed and the bidder must confirm that subcontractors or suppliers representing more than 10% of the contract value are not Russian nationals, residents, or entities established in the Russian Federation, or persons linked to them. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the tender documents.
