Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, and other listed grounds in the tender documents. If an exclusion ground applies, the bidder may need to explain self-cleaning measures and provide evidence. The machine-readable notice also refers to subcontractor checks at contract performance stage, but those are additional execution-stage checks, not the bidder’s main qualification requirements.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its home country. The bidder’s total annual turnover must be at least EUR 200,000 for the required financial years. For technical and professional capacity, at least 1 completed contract is required for the supply and installation of furnishings and/or furniture, with information on the description, total amount, period, contracting authority and contact details. The bid must confirm compliance with the tender documents. For the furniture, the bidder must also confirm that only legally harvested wood is used and provide proof of origin on delivery, declare any REACH candidate-list substances above 0.1% by weight and provide evidence on delivery, and provide disassembly and repair instructions so the furniture can be dismantled and parts replaced with hand tools by an untrained person.
