Qualification criteria and exclusion grounds
The tenderer must have had annual net turnover of at least EUR 436,000 in each of the last three completed and approved financial years before the procurement started. If the tenderer has operated for less than three years, compliance is assessed on the basis of the financial years available during its period of operation. If the deadline for filing annual financial statements or income statements with the commercial register has not yet passed, or if the documents are not available in the Estonian Commercial Register, they must be included with the tender.
For lot 1, the tenderer must have duly supplied and commissioned at least two compactor-type waste presses during the 36 months before the tender submission deadline. At least one reference must also cover on-site installation and commissioning. Other types of industrial compaction equipment do not count unless they are compactor-type waste presses. The tenderer may not rely on the experience of another undertaking, including the manufacturer, a group company or a subcontractor.
For lot 1, the tenderer must submit a list of references showing at least the contract performance period, the customer’s name and country of establishment, a description and quantity of the supplied equipment, the scope of work performed by the tenderer, and the customer contact person’s name, telephone number and email address.
For lot 2, the tenderer must have carried out at least three comparable construction works during the 60 months before the procurement started. Comparable works are the construction of a reinforced-concrete equipment base, an industrial concrete yard, an outdoor loaded concrete pavement, or another comparable reinforced-concrete or concrete structure. The tenderer may not rely on another undertaking’s experience.
For lot 2, the construction project manager must hold a valid professional qualification equivalent to level 6 certified construction engineer and must have experience in at least three comparable building construction works during the 60 months before the procurement started. The tenderer must confirm the project manager’s professional competence and provide the manager’s name, qualification, building details of the reference projects, a short description of the works, the time of performance and customer details.
For lot 2, the site manager must hold a valid professional qualification equivalent to level 5 certified construction engineer and must have experience in at least three comparable building construction projects during the 60 months before the procurement started. The tenderer must provide the site manager’s name, qualification, building details of the reference projects, a short description of the works, the time of performance and customer details.
