The bidder must confirm the standard exclusion grounds, including criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds set out in the procurement documents. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the procurement documents or applicable law allow it. The machine-readable notice did not include the full list of exclusion grounds in a concise form; they must be checked in the tender documents.

The bidder must submit a tender that complies with the technical requirements and include evidence showing the manufacturer, model and compliance with the technical parameters, for example a product sheet or an equivalent document. If the tender is submitted jointly, an authorised representative must be named and a joint-bidders power of attorney must be attached. The tender must be unconditional and comply with all requirements in the tender documents. The bidder must also state the delivery time of the offered equipment set in weeks; the maximum allowed delivery time is 16 weeks from signing the contract.
