Compliance requirements
The bidder is excluded if the bidder, or a member of its management, administrative or supervisory body, a procurator, or another person authorised to represent or control the bidder, has a final conviction for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal use of child labour, or human trafficking. Exclusion also applies if the bidder has tax debts or social security contribution debts, or if awarding the contract would violate an international sanction or a sanction of the Government of the Republic.
The contracting authority may also exclude the bidder if it has seriously breached professional conduct rules or if a conflict of interest cannot be avoided by other means.
The bidder must confirm that none of these exclusion grounds apply to it.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for each year of the last three completed financial years before the start of the procurement must be EUR 2,000,000. Joint bidders may combine their figures. The bidder must submit data on the net turnover for the last three approved financial years.
The bidder must have properly performed, within the 60 months preceding the tender submission deadline, at least one or more contracts with a total value of at least EUR 3,000,000, where the subject was the resale and installation of a power transformer with a rated voltage of 110 kV or higher. Information on the completed contracts must be provided, including the contract conclusion and performance dates and customer details, using the form provided by the contracting authority.
The bid must include the contracting authority’s Form 1 pricing table and Form 2 transformer questionnaire, with all required fields completed with substantive information. The offered equipment and solution must fully comply with the tender requirements, and there must be no discrepancies between the bid documents and the information entered in the form.
