Compliance requirements

The bidder must confirm that neither the bidder nor its management, representation or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or offences related to terrorist acts or terrorist activities. Qualification criteria and exclusion grounds

The bidder must have a total net turnover of at least EUR 110,000 in the financial year(s) ending within the last three procurement procedure start dates. For construction works, the bidder or the joint bidders as a whole must have up to 2 properly completed infrastructure construction contracts in the last 60 months, with a total value of at least EUR 110,000 excluding VAT. The bidder must provide short descriptions of the contracts, the performance period, and the client contact details; if the contract data are not available in eRHR, client confirmation letters may be added. If subcontractors are used and the bidder relies on their capacity, the bidder must state the share of subcontracted work as a percentage of the total contract value and submit the subcontractor’s consent. The bid must include the required power of attorney if the signatory’s authority does not arise from law or is not verifiable in public registers, and a joint bid must include a power of attorney for the authorised representative. The bid must be complete, unconditional, and submitted in the required form with all required documents and forms. The bidder must confirm compliance with the tender documents and, where relevant, provide evidence of equivalence for any equivalent solution offered.
