Compliance requirements
Standard exclusion grounds are checked for the bidder and its management bodies, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, offences related to criminal activity, and the commission of a terrorist act or related offences. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least two road construction or reconstruction contracts in the last 60 months before the start of the procurement, where a public road was asphalted and the works were completed by the start of this procurement. The bidder must submit in the ESPD a list of the relevant works contracts completed during the last 60 months. On the contracting authority’s request, the bidder must provide confirmation letters from the clients showing the work description and confirming that the contracts were performed properly. The bidder must also have a project manager for the contract who holds at least Road Engineer, level 6 (except initial qualification), with specialization in road construction, and the selected competence "management of construction activities" according to EQF or an equivalent professional qualification system, or an equivalent professional certificate. If the project manager’s certificate cannot be verified in a public database, the bidder must be ready to provide a copy on request.
