Construction of a collection tank for domestic wastewater sewerage at the Auvere power plant weighbridge building

The contracting authority will exclude a bidder if any exclusion ground under Section 95(1) points 1–5 of the Estonian Public Procurement Act applies to the bidder or to a member of its management body, a procurator or another person authorised to represent it. These grounds include convictions for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, illegal employment of foreigners, child labour or human trafficking, tax debt, or breach of sanctions. The bidder must confirm that none of these grounds apply to it.

The bidder must have completed at least one contract for sewer construction or reconstruction of similar complexity and scope within the 60 months before the start of the procurement. The bidder and/or its subcontractor must have a qualified responsible person for the works. At least one construction manager must hold a professional qualification as a water supply and sewerage engineer at level 6 or a construction site manager at level 5 with equivalent competence. At least one designer must hold a professional qualification as a certified water supply and sewerage engineer at level 7 with competence in preparing building water supply and sewerage designs or in design management. The bidder must submit copies of the documents proving the qualifications and competence of the responsible persons. If the bidder is foreign and does not have documents issued under Estonian rules, it must submit equivalent documents from its home country and a confirmation that it will provide the confirmation issued by the Consumer Protection and Technical Regulatory Authority within one month after signing the contract.
