Summary

Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds; the remaining grounds must be checked in the procurement documents.

Qualification criteria and exclusion grounds

Within the last 36 months, the bidder must have sold, installed, and maintained and/or repaired at least 3 devices of the type being procured. The bidder must provide the number of devices, the contracting party, the contract performance period, and a description of the services provided; if the contract was awarded through a public procurement procedure, the corresponding procurement reference number must also be given. The bid must include a technical description and manufacturer documentation enabling the contracting authority to verify compliance with the requirements. The bidder must also provide confirmation that it is the official representative and/or official reseller of the offered products. The team must include at least 2 medical technology specialists who, until the end of the period referred to in point 2.4 of the special terms of the framework agreement, have at least 3 years of experience in maintenance and repair of devices and have received manufacturer training for maintaining and repairing the offered device(s). The bid must be unconditional, comply with all procurement documents, and include the required declaration, price form, technical description, list of devices and components, maintenance information, and, where applicable, the joint bidders’ power of attorney. It must also be confirmed that the bid complies with the requirements and that equivalence has been explained where necessary and supporting evidence attached.
