Compliance requirements
The bidder must confirm that neither it nor the members of its management, supervisory or control bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud or other exclusion grounds listed in the ESPD. Where relevant, the bidder must provide the date of conviction, the reason, the person convicted and the duration of the exclusion period, as well as evidence of self-cleaning measures. If the information is electronically available, the relevant references must also be provided. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one contract within the last 72 months for the supply, installation and commissioning of a recording and playback system. The installed system must be certified and actually in use for civil air navigation services in the European Union during 01/01/2021–31/12/2025. The bidder must provide the contract description, value, deadlines, client contact details, scope of the delivered solution, hardware and software scope, storage location solution, and the status of FAT and SAT tests together with the commissioning date. If the bidder relies on the resources of another undertaking, that undertaking’s consent and liability must also be provided. The tender must include a technical description with a conformity matrix and sufficient technical documentation for the contracting authority to verify compliance. The bidder must also confirm compliance with the tender documents, submit the price in the prescribed form, and provide equivalence evidence where necessary.
