The compliance conditions require the bidder to submit a completed participation application, the technical bid form, technical information material, and for each offered product a declaration of conformity, instructions for use, product or package labelling, and where applicable an EC certificate. The bid must comply with the tender documents and, where necessary, equivalent solutions must be supported by evidence. If the bid is a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or companies established in the Russian Federation, or persons controlled by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. One award criterion is a climate and environmental impact reduction target, for which a public website address must be provided if the bidder wants to receive points for it.
