Compliance requirements

The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption and other mandatory exclusion grounds. The bidder must confirm that none of the exclusion grounds apply to the company or to persons who represent or control it. Qualification criteria and exclusion grounds

The bidder’s average net turnover for the last completed financial year before the start of the last three procurements must be at least EUR 150,000 per year. The period is 01/01/2023–31/12/2025. If the bidder is not registered in Estonia or the annual accounts are not publicly available, the contracting authority may request extracts from the accounts or other evidence. Joint bidders may rely on the financial capacity of another joint bidder, but in that case the other entity’s ESPD, written consent and an explanation of how it will participate in performing the contract must also be submitted. When submitting the bid, the bidder must confirm that the bid complies with the tender documents. The bidder’s team must include at least one prosthetist with at least 3 years of work experience in manufacturing prostheses; the contracting authority may request additional documents to verify the experience. Form A must include the prosthetist’s details, descriptions of the offered products or product groups and services, and the main sales or receiving locations. For lot 1, the bidder must also confirm that the offered goods are not the object of international sanctions and do not originate from sanctioned areas.
