The bidder must confirm that there are no grounds for exclusion from the procurement procedure under sections 95(1) and 95(4) of the Public Procurement Act. The machine-readable notice did not include any more detailed exclusion grounds; these must be checked in the tender documents.

The bidder’s average net turnover from construction works for 2023–2025 must be at least EUR 500,000. The bidder must have experience, within the last 60 calendar months, in at least two procurement contracts for designing and constructing similar facilities. For contract performance, the bidder must have a key person with at least Construction Manager level 6. The bidder must provide the qualification certificate number for that key person and a CV signed by the project manager. The bidder must also submit the pricing table and a work schedule covering design, building permit application, construction works and occupancy permit application. In addition, the bidder must confirm that the bid complies with the tender documents, that any equivalence has been explained and supporting evidence attached, and that the bid price is presented in the required structure. For guarantees, the bidder must confirm the ability to provide a performance guarantee of 10% of the contract value excluding VAT and a warranty-period guarantee of 3% of the value of the completed works excluding VAT, and must submit a confirmation from the guarantor.
