Compliance requirements

The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering and related offences. Qualification criteria and exclusion grounds

The bidder must have completed at least 2 contracts in the 36 months before the publication date of the contract notice, each worth at least EUR 75,000 excluding VAT. Each such contract must have included system analysis and the development, testing and deployment of an information system. In addition, the bidder must have completed at least 1 business analysis contract in the same period worth at least EUR 35,000 excluding VAT. In total, data for 3 separate contracts must be submitted; framework agreements may not be used as reference contracts, but contracts concluded under a framework agreement are acceptable as evidence if they were properly performed and accepted by the client. The bidder must provide a 6-person team meeting the conditions set out in Annex 1 to the framework agreement in four roles: lead analyst, systems analyst, software architect/senior developer and developer. A CV in the prescribed form must be submitted for each team member, and the submitted CVs must be signed digitally by both the bidder’s representative and the specialist. The bid must comply with all conditions set out in the tender documents, include all required work and service volumes, and state the hourly price in euros excluding VAT in the prescribed structure. If equivalent solutions are used, equivalence must be confirmed and the necessary evidence provided.
