Compliance requirements
The bidder must confirm that neither it nor members of its management, representation or supervisory bodies have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour, human trafficking or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm payment of taxes and social security contributions or provide evidence or an electronic verification option. In addition, the bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions, and that subcontractors or suppliers linked to the Russian Federation will not be involved for more than 10% of the contract value.
Qualification criteria and exclusion grounds
The bidder must submit the completed technical specification form and a list of the equipment and its key components. The bid must include manufacturer technical documentation that allows the contracting authority to verify compliance with the requirements. The bidder must also provide information on the frequency of routine maintenance, the maintenance tasks, the time needed for maintenance, and the list and cost of replaceable maintenance items, spare parts and consumables. The bidder must attach a manufacturer-issued document or copy proving that it is the official representative and/or authorised dealer of the offered products. The team must include at least one medical technology specialist, until the end of the period referred to in point 2.4 of the special terms of the framework agreement, with at least 3 years of experience in maintaining and repairing equipment and with manufacturer training for maintaining and repairing the offered equipment. The bidder must also provide details of that specialist and the manufacturer’s confirmation of the training and/or confirmation of readiness to train the bidder’s medical technology specialist(s).
