Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, especially criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. The bidder or its managers/representatives must confirm the absence of these grounds and, where applicable, may have to provide evidence of self-cleaning. The machine-readable notice does not show the full list in one place, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have relevant experience from the last 36 months before the notice publication date. At least 1 contract worth at least EUR 35,000 must cover business analysis, at least 1 contract worth at least EUR 75,000 must cover system analysis, and at least 2 separate contracts worth at least EUR 300,000 each must cover system architecture, software development, testing and deployment. In total, 4 separate reference contracts must be shown; they may not be framework agreements, although contracts concluded under a framework agreement may be used as evidence. The works under the reference contracts must have been handed over to and accepted by the client. The bidder must submit the contract details in the ESPD. For the bid, the bidder must confirm compliance with all tender documents, include all necessary work and services in the price, submit the hourly price in euros without VAT in the required structure, provide the required team of 6 people for 5 roles, and attach signed CVs in the prescribed forms. If the machine-readable notice does not contain any further precise qualification or compliance requirements, they must be checked in the tender documents.
