Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and other mandatory grounds listed in the ESPD. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must prove prior experience by having completed at least 4 separate service contracts within the last 36 months. Of these, at least 1 contract must have a value of at least EUR 35,000 and include business analysis, at least 1 contract must have a value of at least EUR 75,000 and include systems analysis, and at least 2 contracts must each have a value of at least EUR 300,000 and include system architecture, software development, testing and deployment. These contracts must have been delivered to and accepted by the client; phased contracts are acceptable only if the work completed in the required scope has been accepted. Framework agreements may not be submitted as reference contracts, but contracts concluded under a framework agreement may qualify. The bidder must provide the contract details in the ESPD. In addition, the tender must comply with the procurement documents, the hourly price for development and maintenance work must be submitted in euros excluding VAT, and the project team must consist of 6 people for six roles: project manager, senior systems analyst, systems analyst, software architect or senior developer, developer, and tester. Each person may fill only one role, and CVs must be submitted in the prescribed form.
