Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons with authority to represent the bidder, make decisions on its behalf or control it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If any exclusion ground applies, information on the conviction and, where relevant, evidence of self-cleaning measures must be provided. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit an offer in accordance with the tender documents and confirm that no conditional offer is submitted. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid price must be submitted in the required structure, and the bidder must confirm compliance with equivalence requirements where equivalent solutions are used. To provide the IT development services, the bidder must ensure that the required team meets the competence requirements throughout the term of the framework agreement; the exact team composition is set out in a separate document.
