Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the ESPD. These include, at minimum, participation in a criminal organisation, corruption, fraud, terrorist offences and other serious offences listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list of exclusion grounds in detail; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least two contracts similar to the subject of the tender during the 36 months before the contract notice was published, with a total value of at least EUR 100,000 excluding VAT. Similar services mean printer rental with full maintenance. The minimum value may also be met by one contract worth at least EUR 200,000 excluding VAT. The bidder must provide the contract partner’s name and contact details, contract value, contract period and, if applicable, the procurement reference number in the ESPD. The machine-readable notice did not include any more specific qualification, suitability or compliance requirements; these must be checked in the official tender documents.
