Compliance requirements
The bidder must confirm that neither it nor its management body members have been convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The ESPD also includes questions on electronically available evidence.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 similar service contracts within the 36 months before the publication date of the contract notice, with a total value of at least EUR 50,000 excluding VAT. Similar services mean printer rental with full maintenance. The required minimum value may also be met by a single contract with a total value of at least EUR 100,000 excluding VAT. In the ESPD, the bidder must provide contract details, including the names and contact details of the contract partners, the value and the contract period; if the contracts were awarded through public procurement, the procurement reference number must also be provided. Under the compliance requirements, the bidder must confirm that the tender complies with the procurement documents, that conditional tenders are not allowed, that a power of attorney has been attached in the case of a joint tender, and that the technical tender and technical information material have been submitted in the required form. The bidder must also confirm compliance with equivalence requirements and with the EU Council sanctions requirement, under which subcontractors and suppliers representing more than 10% of the contract value may not be Russian citizens, residents or businesses established in the Russian Federation, entities more than 50% owned by them, or their representatives.
