Compliance requirements
The machine-readable notice includes the standard exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. If any exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents. The exact exclusion details should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed 2 contracts within the 84 months preceding the start of the procurement, involving construction works for a harbour berth. Only works accepted by the client are counted; the warranty period may still be running. The bidder must provide the contract details, the other party’s contact details, and, in a public procurement, the reference numbers. Upon request by the contracting authority, evidence must be provided that the works were performed properly. If the bidder relies on the capacities of another company, a written and signed consent from that company must be submitted.
The bidder must involve two specialists: a responsible chief project manager and a person responsible for managing the design works. The responsible chief project manager must be at least a level 7 civil engineer or higher, with specialisation in harbour construction and competence in construction management or management of construction activities, or an equivalent qualification issued in another country. The person responsible for managing the design works must be at least a level 7 civil engineer or higher, with competence in design management or an equivalent qualification issued in another country. Evidence of their qualifications must be submitted no later than the start date for performance of the contract.
The tender may be submitted only after the bidder has inspected the contract object at the designated time. If the bidder uses the capacities of another company, that company’s consent must also be submitted. The tender must comply with the tender documents, and conditional tenders are not allowed.
