Compliance requirements
The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, fraud and other grounds listed in the ESPD. The bidder must confirm whether any exclusion ground applies and, if needed, provide details of the conviction date, reason, person concerned, exclusion period and any self-cleaning measures. If the machine-readable notice does not contain the full list, the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. According to the compliance requirements, the bidder must confirm that the bid complies with the tender documents, submit the completed bid form and price form, and attach technical information. If equivalence is relied on, it must be explained and supporting evidence must be provided. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If the bid is a joint bid, a power of attorney for the joint bidders must be attached. If the bidder wants to mark information as trade secret, it must be briefly justified, but the bid price and lot prices may not be treated as trade secrets. The tender documents do not provide precise financial capacity, experience or team requirements in the machine-readable notice; these must be checked in the official tender documents.
