Compliance requirements

The bidder must confirm that neither it nor members of its management, supervisory or control bodies have, within the last five years, been finally convicted of participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, the use of child labour or other forms of trafficking in human beings, or offences related to committing a terrorist act or terrorist activity. The bidder must also confirm that no corrupt acts were committed in the tender and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If any exclusion ground applies, the bidder may provide a description of self-cleaning measures, where permitted by the rules of the procurement.

Qualification criteria and exclusion grounds

The bidder must have, within the 60 months preceding the start of the procurement, at least one properly completed construction contract under which at least 100 lighting points were installed in an urban administrative unit. The bidder must provide a short description of the contract, its value, the performance period, and the client’s details and contacts. The contracting authority may request confirmation from the client that the work was completed properly and may verify the stated experience. The bid must comply with the procurement documents, and the price form must be completed according to the structure set out in Annex 2.
