Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other mandatory exclusion grounds set out in the procurement documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. The bidder’s approved net turnover for the last financial year ended by the start of the procurement must be at least EUR 2,500,000; joint bidders may combine their figures. During the last 60 months, the bidder must have properly completed at least one contract covering a water supply pipeline section with an outer diameter of at least 63 mm and a length of at least 200 m, a sewer pipeline section with an outer diameter of at least 160 mm and a length of at least 2,000 m, and road asphalt restoration works including at least 4,000 m² of asphalt concrete top layer. All of these works must have been carried out under one contract. When submitting the tender, the bidder must confirm compliance with the tender documents, submit the bill of quantities in the required format, and, in the case of a joint tender, provide a power of attorney and separate ESPD documents for each joint bidder.
