Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm that, in performing the contract, it will not involve subcontractors or suppliers representing more than 10% of the contract value who are Russian citizens, residents or undertakings established in the Russian Federation, or persons/entities owned or controlled by them, as required by the sanctions rule.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. The selected documents show that the bidder must submit the completed ESPD and, where necessary, evidence that no exclusion grounds apply. For the human interpreting part, the bidder must provide a list of the language pairs offered and the completed Appendix 4, “Interpreter information sheet”. For the remote interpreting service, the bidder must have a technical solution that works via video conferencing and telephone conferencing: a computer, internet access, microphone, webcam and a compatible web browser. The bid must comply with the technical specification and the structure set out in the tender documents.
