Qualification criteria and exclusion grounds
The bidder must meet the qualification and compliance conditions set out in the ESPD and the tender documents. For compliance, copies of product conformity certificates or declarations must be submitted, the products offered in this tender must be highlighted where the documents cover multiple products, and updated documents must be provided if they expire during contract performance. A technical offer must also be submitted on Annex 3 Form III with all required fields completed, and samples of the offered products must be provided, 3 pieces per product. The tender must be signed by a person with signing authority; if someone else signs, a power of attorney must be included. In a joint tender, a joint bidders' power of attorney must be submitted. The tender validity period must be 3 months from the tender submission deadline.
